Small Bus Travel

Does anyone have any information regarding degree of safety for 5 and 6 year old children on small buses (16 passenger) that are equipped with lap and shoulder belts? Should a car seat be installed? Should a booster be taken? I have not had any success finding information regarding this type of bus. Thanks in advance!!

My oldests' private kindy has 12 passenger vans, maybe 15 with lap shoulder belts. He will be 6 in September, is 50+lbs and almost 4 feet tall. Because it is a "bus", they are exempt from car seat laws here. However, I put it in my kindy contract thing that he is to be in his booster because the laws of physics and the lap belt being on his belly are still the same, despite the law. So that's my 2 cents on the subject.

I'm not sure if there are any studies as to the actual safety of a particular age group in them thought.
