Before age 2, rear facing is five times safer than forward facing :) From age 2-4 it's still much safer. Please reconsider your choice to forward face your you her one so soon. It sounds like you're in Europe so I'll let those experts recommend seats!

Thank for the advice
My little one hates her seat... cries hysterically in it but settles when she sees me or her sister so she will be easier to handle in a forward facing seat. Also she is quite big so not comfortable in the rear facing.
I am from south Africa...

Can you clarify: Do you want a seat for the 9-month-old NOW, or for the 9-month-old to use when the new baby gets here, when she's 18 months old?

Most babies are more comfortable more upright once they get a little older. A convertible seat, which can be used rear facing, will probably be more comfortable, and will allow the 9 month old to sit facing your older child, helping keep her happier that way as well.
