Any gvmt publications available to show school proper way to restrain passengers? And tips for adding trans. To IEP

My DS has a multitude of physical and intellectual abilities, I've been having a lot of problems with getting DS's new school to ensure he is properly restrained in his van to and from school. I called the school district and transportation company and made it clear that I will not tolerate allowing my son to ride in an unsafe vehicle (twisted stretched belts, inadequate head restraints) and that it is necessary to ensure that DS is buckled in properly (they would allow him to wear the lap belt over his torso (he gets proper belt in this vehicle however lacks fine motor ability to place the belt properly,and would sometimes get it all tangled, he needs an extra hand) and they would regularly tell him to put the shoulder belt behind him. After I complained enough, and finally threatened to take legal action, they provided a vehicle that I feel is safe, and they were helping him buckle up. Lately I've noticed they no longer offer assistance, and with DS diagnosis he lacks the ability to ask for the assistance.
Today he came home in a much older van with no head support and his shoulder belt behind him. I'm am beyond angry! DS said it was rubbing his face so they told him to do it and he didn't know how to respond so he just obeyed.
His IEP meeting is next week and I'm going to add transportation requirements to his IEP. Id like to provide something from the government showing how an older child (ds is 10) is properly restrained. They all think I'm just nuts and making this up. I want to be able to say "this is government guidelines based on fact, I want this followed to a t" does anyone know where I can find something like that to show to the school? Any suggestions on what exactly I should be stating in the IEP? I want it to be as clear and detailed as possible. Thank you
