ACK! Early Intervention Bus Questions!

My daughter (recently turned 3, 36lbs and FF in a FR85) qualifies for a once a week speech group two towns over. It's about 20/25 minutes from my house. Because of the group they want her to be in I have to be able to have her bussed one way or I have to make two separate trips because of course, my boys get out of school DURING her group. I'm waiting for a call back and I can ask more questions but I asked how she would be restrained and they said at 36lbs she would be provided a booster. This isn't acceptable right? I didn't have a chance to clarify a booster and not a harness but the whole situation is less than ideal.

Mine is 3 and goes to intervention. It's a small actual school bus.
Only a lap belt.

I didn't like that so they now gave me an EZ On harness. It's NOT EZ On, lol. Difficult and awkward. But this is what they would give me and it meets crash testing, so be it.

I would think the Stars Seat is best. They would not give me one but did for my daughter; she had an IEP so maybe that's why no questions asked.
