WA state law regarding selling expired car seats?

There was a for sale ad on a local moms list serve that I belong to for a 2008 turbo booster and I responded saying that she should check the expiration date before selling her seat to make sure it was still ok to sell. She first wrote back that the date didn't matter since "boosters don't expire." I informed her that all seats expire at some point and that it may be illegal to sell an expired seat. She wrote back asking if there was an actual law making it illegal (in Washington State) to sell an expired seat, and I really don't know if there is. Do any of you know if there is a federal or state law related to this?

As far as I know, there's no law against selling the seat.

However, there is a law against using the seat. Washington requires "proper use" of restraints, and using it past the expiration date is not proper use.

It's entirely plausible that if someone bought the seat from her and didn't realize it was expired (or maybe if they did realize????) and a child was hurt or killed as a result, that the seller could be found liable in civil court. That could get ugly.
