the fit of the RideSafer travel vest 2

I recent bought a ride safer travel vest 2 in large for my 5 1/2 yr old (52lbs) to be used once a week in a three across (with 2 LBB) in a newer sedan. My child will be in the center and 3 boosters isn't practical for the mom.

I have tested out the vest on my child and it just looks too big. The straps sit 1 1/2 inches easily above her shoulders. The vest isn't very snug, and when she sits in the car, the shoulder belt IS below her earlobe, but there is a lot of bunching or gathering at the sides of the lap portion of the belt.

I am used to having her harnessed in a Radian 80SL and Frontier 90, so this is a big shock for me. can this fit be safe?
thank you for any help or advice you can offer
(very sorry for the sideways pic! unsure how to correct that)

It's normal for the shoulders to raise up like that. The belt fit looks good. You can't tighten it around her belly anymore? The vest, not the belt. Kids at the lower end of the size ranges do tend to have a looser vest, so I'd contact the company to make sure it's ok, since the belt fit is rather good.
