Help with high weight harness seat or booster?

I need to provide a reasonably priced (under $100) harness seat option for a family with a 40 pound nearly 3 year old. This new seat would only be for grandparents and daycare use.They want to move him to a belt positioning booster and we all know that is not the best option when he clearly won't pass the 5 step test. If the seat can be found in store that would be helpful.
He is currently in a Graco convertible with a 65 pound forward facing seat limit.

Hmm, does it have to turn into a booster? An Evenflo SureRide and Safety First Guide 65 should last him a while as a 5 pt harness (65 pounds) but are convertibles. The Evenflo Maestro harnesses to 50 pounds but the booster part is outgorwn the same time the harness is, so the booster function wont do you any good if you plan on harnessing him until he outgrows it. if you can find the Harmony Defender in stock that should work ( I think you may need to contact Harmony directely) it harnesses to 65 pounds as well.

The Evenflo Titan65/Sureride (same shell, different cover options) is a very long lasting seat even though it's a convertible.

Otherwise the Harmony Defender is a great combo option (although it has been out of stock lately, it's only available at Walmart I believe). Although I think this one requires a tether so that would be a consideration if you don't know the vehicles.

If the parents are itching to move him to a booster, having something that does NOT convert to a booster could actually be a bonus. Easier to use what you have than to go out and buy something completely different.

I think the Evenflo SureRide may be your best bet.
