I know this pic is horrible, in that I don't think that little girl is even in a carseat, when obviously she should be, but is this product safe?

Absolutely.

In bed.

On the couch.

On a boat (with life jacket).

In the cargo area of a non moving SUV at a drive in movie.

Not in a moving vehicle, with a child that small.

In a boat, with a goat (lol) once you started listing places all I could think of was Green Eggs and ham.

We need a car seat book like that.

No. As I recall it attaches to the seatbelt. You don't want anything between your child and the seatbelt. Nor you and the seatbelt (this includes thick jackets for anyone in the car).
