RSTV safe for lightweight 4 year old?

Is the RSTV a safe choice for a 4.5 year old who is under 40 pounds? Is it equally safe as a 5 point harness, or is it more like a booster?

Looking for something that is more portable than a FF seat but don't want to sacrifice safety.

It's between a booster and harness. With the top tether and crotch strap, and sitting low on the seat the head excursion is more like, or better, than a harnessed seat. However, it is just using the seatbelt, so there is more room for wiggle. My nearly five year old fell asleep a couple of weeks in her and the belt fit went wonky. But it restrains her well in the car, she can't move around and jump on people like she could if she was in a booster.

I'd probably just go for an Evenflo Maestro or something.
