Low fixed headrests/no headrests

The third row of the GM large crossovers has very low fixed headrests outboard and no headrest in the middle. Are either safe for an adult?

So really, only kids should go in the outboard seats and only a kid in a carseat in the middle?

Kids could go outboard if they pass the 5-step test to use the adult seatbelt, yet are still short enough that the head restraint is adequate OR if they're in one of the highback boosters that doesn't require the presence of the vehicle head restraint.

The center seat could be used for a carseat as long as there is a top tether anchor, which I believe there is on newer models.
