Size 4 ME 70 height limits

I've been reading the manual and in the rear facing requirements it says some children may be too tall, but doesn't state any parameters. Then later in the adjusting the head rest section it states 40" as the rear facing limit. I thought it had the 1" rule?

1" below the red headrest adjust handle is also allowed.

You'd think they'd fix the manual. Oh, never mind. The manual I was reading was the one linked to on here. That's probably been here awhile.
