Question Booster seat safety 2 year old

My child's preschool uses backless booster seats with the hard plastic chest cushion, which is secured with the car's seatbelt. (Shoulder belt goes behind the child's back.). I heard these were unsafe, but can't now find the literature to share with the preschool's owner. Can you point me in the right direction? I don't even know what these seats are called. My kids are 30 lb. two year olds and I'd like to make the argument for my school to upgrade to safer seats. Thanks.

Are they riding in a bus, van, car? I would not allow my 2 year old in a backless booster seat. Period. Though, I am not familiar with the seat you are talking about. It sounds like the terribly old seat my neighbor uses for her 3 year old.

I can picture what you're talking about, and I'm pretty sure they are all expired. I would ask them to check the expiration dates and go from there. What state are you in?

They might be called shield boosters.

Shield boosters are not safe. Period.

Booster seats are not appropriate for two-year-olds, even if they meet the minimum weight requirements. Two-year-olds should be (ideally) rear-facing, but at the very least should be in harnessed forward-facing seats.

Seats with impact shields/impact cushions are completely different. They are fine for children of the appropriate size/age, and may possibly even be preferable (maybe) to harnessed seats. These are impact shield/impact cushion seats:

I would print out the page in the first link Patriot provided. Highlight this part:
By 2005, all manufacturers had discontinued production of shield boosters.

That was almost 10 years ago. All "shield boosters" are now expired.

I would not allow my child to be transported in a vehicle where any of those boosters were being used by any children, let alone allow MY child to use them.

You might suggest that if the preschool cannot afford new car seats for all the kids, that they might require parents to each provide an age- and size-appropriate child restraint to use for field trips?

Thanks everyone, this is very helpful information. I will be sure to get the kids in harness seats, one way or another. (We are in California, BTW, and the kids are riding in a minivan.)

27360. (a) Except as provided in Section 27363 a parent, legal guardian, or driver shall not transport on a highway in a motor vehicle, as defined in paragraph (1) of subdivision (3) of Section 27315, a child or ward who is under eight years of age, without properly securing that child in a rear seat in an appropriate child passenger restraint system meeting applicable federal motor vehicle safety standards.

Because these seats are expired, the children aren't being properly secured. Hopefully once the daycare knows the seats are expired and illegal to use they will replace them, or require parents to provide seats.
