Seat belts not supposed to lock?

We have a 2013 Toyota sienna and we have 5 carseats in it. We use the seatbelt a to install and they keep loosening. That never happened with our 2005Toyota sienna, 2005 Chevy impala or my 200? Subaru impreza( when only had 1 child 7 years ago). We took it into the dealer and they said the seat-belts were defective and ordered new parts. Finally the parts came in and they now are saying that the seatbelts aren't supposed to stay locked. Is that true? I can't believe it is.

Do they lock at the latch plate rather than having a locking retractor? Check your owners manual.

This is kind of weird... but we test drove a 2008 Suburban and the third row seats had locking retractors. We were frustrated by them because our bigger kids could not put the seat belts on without engaging the lock due to the short belt length. We ended up buying a 2009 Suburban deciding we would just use the 3rd row for the little kids. As we drove it home from the lot our older kids told us that the third row seat belts were broken becuase they did not lock. Turns out that between the 2008 and the 2009 model year they changed the third row seat belts from locking retractors to locking latch plates. The second row still has locking retractors.

Maybe Toyota made a change?
