I agree that it's a dumb combo. The fact that Walmart calls it the "grow with me" combo also implies that they are assuming both would be used by the same kid.

That particular booster has a 10 year expiration, though, so it's possible that it would work, if the date of manufacture was very close to the baby's due date then the kiddo would probably be getting ready to graduate to a backless booster when it expired. The only other configuration I can imagine is if your older child is in a convertible or FF-only seat and getting ready to booster and your baby is about to be born but your old car seat from when your first kiddo was a baby is already expired, so you need both a baby seat and a booster.

The main concern in my mind is that it gives the parent the impression that there aren't necessary steps in-between an infant bucket and a booster.

Yeah, that worries me too, that some parent is gonna go straight from the bucket to a booster :(. Even though I'm sure some do already :(
