Built in lock off's or locking lap/shoulder belt??

Can I use the built in lockoff's on my RA (rearfacing) as well as pulling the lap/shoulder belt all the way out so it locks? If not which is better, the built in lockoff or locking the seatbelt? Does it work the same for FF'ing as well?

Britax says that you SHOULD use the built in lock offs. You MAY also lock the seatbelt if you would like.

Many folks prefer to use the built in lockoffs for RF, and not lock the shoulderbelt, as the shoulderbelt can pull the seat up so it tips quite a bit, if it is locked. Either way, the seatbelt and retractor will do it's job in a crash.
