Question Using carseat without a cover

So I was at the bus stop waiting on the bus for my daughter. I noticed that a neighbor had her 3 year old in a carseat without a cover on it at all. How safe is this? I am worried about. I told her a few months ago I had a convertible carseat we don't use anymore if she needed it but she refused. I wish she would take it.

Most manuals that I've seen specify explicitly that the cover has to be used. So if you are in a state that requires "proper use" as the law (many are) then it would be illegal.
