Why did Britax send me a new harness/buckle and versa-tether?

I called Britax last week to get the replacement parts for our two Frontiers, and when the package came, it turns out they also send two new sets of harnesses and buckles and new versa-tether assemblies (in addition to the little rubber caps they were supposed to send me).

There was no indication as to why all the new webbing is necessary, and I don't see any other recall information out there other than the one involving the little rubber caps. Do I really need to replace all the straps? Does anyone know anything about this? We're giving these carseats away to friends, and I want their littles ones to be as safe as possible. It makes me very nervous to be messing with all of the straps and connections if I don't have to.

Any help is greatly appreciated. Thanks!

Thanks everyone. Britax CS is closed on the weekend, and we were dropping one seat off to friends tonight, so I was hoping I could maybe get a quick answer before I saw them. I guess no one knows anymore than I do! I'll call CS again on Monday. I appreciate the responses.

Replacing the harness is less complicated than it seems, just do one side at a time so you don't forget how things are supposed to look. (There might also be videos online, but I couldn't find one in a .9 second google search before I go to work, lol).
I wouldn't be surprised if they just have extra harnesses lying around and the seat is discontinued, so it's just as easy to send them out for anyone who is dealing with the recall.

Maybe you can open this page? http://www.frontierrecall.com/ (It was for seats in 2008 that had the harness fall off the splitter plate, the fix was rubber caps to put on the splitter plate to narrow the opening so the harness couldn't fall off. Newer harnesses are sewn with smaller openings to prevent the falling off).
