Anything I can do about it?

Friends of mine have just moved here from the UK and they have got a new car seat for their 15month old. They got a tribute for her which is fine. But I seen them today and they have the 15month old peanut forward facing in the tribute and it isnt even tethered.

She isnt walking yet and she is lighter to carry than my dd, and my dd is barely 22lbs she was 21.5 at last weigh in. So their baby must be less.

I have tried telling them before they moved that she would need to rf because she isnt walking but they wouldnt listen. My husband even asked if they needed the seat installed for them as we have a tribute as a spare we are used to putting it in.

So they know its illegal but arent going to change, can I do anything? This baby is tall but really really skinny and she has no strength in her legs at all, she cant even walk holding your hands yet. Add in an older car with no side impact protection, i dread to think what would happen in an accident:(

We live in pretty rural Saskatchewan. My husband had a look this morning as he was parked beside him. The seat is tethered to the other side of the cars seat belt.( which I dunno how they did as they have a9 year old sits in that position using the belt)

The straps are in the lowest position which can't be used for forward facing. I think I might have to make them dislike me and just say I noticed the seat is wrong would they like me to fix it

Not Canadian but in a situation like that where someone has already shown that RFing (or in your case being legal) isn't a priority for them, I'd at least show them how to do it in the safest way possible. I'd suggest moving the straps and tethering where it's supposed to be tethered.
