lap belt question

I know lap-belt only spots are really only safe for carseats.

I am wondering if an adult passenger in a lap-only belt would pose a danger to the people on either side?

It seems to me that after they fly forward and then back up, there is the possibility they could come back up at an angle and hit a person to the side of them?

ILs are here. MIL wants to sit in the lap belt only portion so we can all fit in one vehicle. If I say it's not safe for her, she'll say she's willing to take the risk. If I tell her it puts DD1 who would be sitting next to her in danger, then I think she'd listen.

Technically I could rearrange seats and put a seat where the lap only belt is, but we're not going all that far, so it's just as easy to take 2 cars. (plus the van doesn't have working a/c, so cramming everyone in in the summer heat is very unappealing to me.)

I would move the seats around I I could, especially if there is no head support for the lap belt.

Well, my brother and I were both in lap only belts in a crash, seated center and outboard (I was outboard.) I basically became his airbag, being between him and the door, when we flew around on secondary and tertiary impacts. I have permanent neck damage, though part of that is that I was in, you know, a lap-only belt... but it was definitely made worse by the additional injury I suffered from him hitting me.
