Best article about switching from harness to booster?

I have a friend with a 3 1/2 year old DD who is asking about when to move her out of her BV to a booster. What's the best, most current article on the topic?

And by booster I don't know if she was talking about a combo seat or a real dedicated booster. I just explained to her the difference in the two types of seats, told her the recommendations from most techs (5 yrs, 40lbs, sit still minimum) and said she's fine in her BV for now as long as she's under the weight limit, shoulders are below top slots, and ears are below shell. But would love to include a link in my email as well.

I don't know of any articles on the topic. I think for a lot of topics like this, coming here and getting responses from people is actually the best way to get the info. For instance, I liked ketchupqueen's recent response to a similar question: http://www.car-seat.org/showthread.php?t=250311#.UctC9T5VQU8 So, maybe directing her here might be helpful.

The closest thing I could find to an article with decent recommendations is the info on NHTSA's page that says that kids 4 through 7 years old should remain harnessed as long as they fit in their seats. For a 3.5 year old, NHTSA recommends rear-facing for kids if they still fit in the seat that way, then forward-facing once RF is outgrown, so if she's looking for something official that may help. http://www.safercar.gov/parents/RightSeat.htm
