Question Most Concise Guidelines for Car Seat Selection

I know this has been posted before, but I'm looking for the most current data. Can you all provide some suggestions (or links) for the most concise guidelines for car seat selection? After witnessing some grossly unrestrained kids this weekend at a local convenience store (which I still feel guilty about not reporting), and hearing local news of two kids in critical condition after an accident with no car seats (ages 2 and 6), I would like to write a very brief letter to the editor of our paper and want to include a link and a write-up including the most basic, easily understood requirements for child restraints. I live in Indiana if any of your links are to specific state laws. My initial search of the state website links me to this NHSTA Car Seats & Booster Basics page http://www.safercar.gov/parents/RightSeat.htm, but it doesn't state anything about minimum weight requirements of 1 yr and 20 lbs, so I don't want to confuse anyone. I would like it to speak on the benefits of extended rear-facing, but the main point is to at least get the minimum standards acknowledged. I like this brochure that they included and the fact that it encourages not "graduating" pre-maturely, but I need something more direct that I can copy and paste. http://www.in.gov/isp/files/Child_Passenger_Safety_Pamphlet.pdf

Thanks for responding jjordan. That is the same info the Indiana state police link to. It is probably the most concise, but I hate that it doesn't list 1 year and 20 lbs. soooo many people around here turn at one year without ever looking into any requirements (state law or even in their seat's manual) just because that's what everyone else they know did. I'd like to reference that both requirements must be met at a minimum. I can always do that in my written text. Thanks again for taking the time to help!

I really like that one best because it doesn't indicate a weight. I think lots of parents focus on that magic weight as being "safe" but weight really has nothing to do with it. That page simply indicates that kids should stay rearfacing until they outgrow their seats.
