Seat Belt Damage

I searched for threads on this but couldn't come up with what I was asking. I went to go clean out DH's car today (being nice and all ;)) and I took out DS' MA70 to vacuum the back seat full o crumbs and noticed a fraying cut in the belt.

I asked DH if he remembered that being that way when installing the seat and he said he can't remember and not to worry because it's not that bad. I really don't think it's safe but I can't figure out how it would have happened. There's nothing sharp on the belt bath of the MA70 and we aren't using lock offs because it's a lap-only belt.

So my question is: is there a threshold for seat belt damage? Or is it just ANY damage isn't safe? We'd like to keep it center installed if possible to allow two occasional back seat riders but can move it if need be!

If I can get a pic later I'll put it up here.

Light fuzzing - not a concern. Fraying or an actual tear means the belt needs to be replaced and should not be used by anyone until then. Do you sew, or have you ever ripped fabric? It's like that - a small tear would rip right through the belt if crash forces were applied.

Yea, we moved the CS to a different location. Not going to replace it tho because DH is getting a new car soon.
But now we are super paranoid about DS being outboard with no side airbags, now. Maybe we will getting a newer car sooner than later!
