Britax Diplomat rear-facing height limit?

I've read the CR manual and the CSO spreadsheet. The CR manual says that the child's head must be 1" or more below the shell. CSO spreadsheets says 40" is the max. I know the new Britax seats go by the outer shell and the child's head must be 1" below that. Does the same pertain to the older (discontinued but not expired) Diplomat?

The child is well below 40" and <35 lbs but her head is slightly above the outer shell. Can she remain RF or should she go FF? Child is 2+ years old.

The old Britax seats manuals said that the 1" mark refers to the "child seat shell" with the same wording as in the manuals of the new models. I had an old model Britax Boulevard, and it was not allowed for the headwings to be extended beyond the shell to count as the 1" rule; the shell rule in the manual had to be followed. The 40" limit is the total height limit for the Diplomat, including FF; there isn't a separate RF height limit that must be followed other than the total height limit and the 1" rule. :)
