Their sizes are based on height. Size 120 = 120cm or 46-50 inches and size 140 = 140cm or 54-58cm. Here is a link to Hanna Andersson's size chart:

Would the first one lend itself to being worn when it is a size too large? I am thinking it might. Dd is only 42" and I don't expect any huge growth spurts, but I love that dress.
