Question Tightening Radian harness

I've seen lots of threads about tightening a Radian harness where people either think it's hard/impossible, or have no problem at all. I didn't think it was the easiest thing to tighten, but it is easy to get J in and out with the harness set right, so now I don't have to adjust that until he grows :fingers crossed:

But! No matter how I adjusted the straps as I was getting them adjusted and tightened, the end result seems to be when everything is just snug enough to have no slack, the area around his hips are really tight. Tighter than the shoulders. Is this normal or am I messing up somehow? J isn't exactly complaining, but since he's not verbal any time he does fuss in the car that's now the first thing that crosses my mind.
