I am not sure if it is possible, but there is a way to have a special needs seat paid for without insurance "paying for a car seat".
There is a seat called an Special Tomato MPS. It can come with a home base and stroller base. It can also be used as a car seat. If insurance will provide a "special wheelchair stroller" then you can request that one.

:confused: Isn't the process for obtaining a SN stroller the SAME process that is used to obtain a SN CR?

I don't mean to be snarky, but if he is just outgrowing an AO, I find it hard to believe a SN seat would have already been purchased AND outgrown.

What seats has/does he have?

how high are the top AO slots *when being used incorrectly in booster mode*? Perhaps kiddo had long since outgrown it truely but had headrest up higher in booster mode level because they did not realize it was booster only? OP said her friend came back saying kiddo had 18 inch torso so "close" (in her mind) to outgrowing SN seat...

It is the same process but different equipment. Basically kids typically get one of each equipment needed every so many years. If they already have special needs car seat but not wheelchair/stroller then they can get one that doubles as car seat but billed as wheelchair.
