Booster and belt retraction

I recently moved ds to a Vivo booster. He is doing fine with it, but when he leans forward in it (I noticed this yesterday when he leaned forward to get something out of the front seat pocket), the belt doesn't retract back with him. It just hangs there. If it won't retract do I need to lock it every time? I am sure I have it set up correctly. I checked the manual.

Here's what I'd do: take the booster seat out, sit in the seat, lean forward and see if it retracts for me. If not, you've got a broken seat belt retractor, and that's an issue for a mechanic.

If it acts normally on an adult rider, then something's getting in the way. I'm not that familiar with the routing on the Vivo, so I'm not much help there. I'm also not much help with whether you can lock the seat belt with the Vivo (that should be in your manual), but it has to be OK with the car, too, I believe: what car is this in?

And of course, children leaning forward to get things out of the pocket are out of position and not protected in crashes. Ideally we'd have all kids sitting in the right place all of the time. (Just yesterday I leaned down to put on my shoes while riding the the car and remembered that this is what I'm always telling booster riders not to do! Sigh.)
