For minor accidents do seatbelts need replacing?

depends on the car. sometimes it's stated in the owner's manual to have them inspected, other times to replace. you said minor, but what exactly happened? or is this just a hypothetical Q?
 
I do believe with Dodge ( i have a dodge durango) it says that the car's seat belts need to be inspected if the crash had enough force to deploy the airbags. When the air bags deploy you cannot drive your vehicle until they are replaced, usually at the same time your seatbelts are inspected, if the crash has invaded the cabin space, then they really check them and often times replace them at the same time they are replacing your airbags.

i think with older vehicles the main concern was stretching of the webbing. today, there are additional concerns, such as whether the load limiters got activated (which, IIRC, are one-time only). usually they only get activated in serious crashes that involve airbag deployment. i guess the owner's manual should be the first source of info...
