Booster/No Booster help for 9 year old

I am at a spot where I don't know what to do.

I have a 9 year old that has rather wide hips.
She does not fit in a montery or any other booster we have tried...
Yet she doesn't fully pass the 5 step test.

She can sit with her bottom all the way back, her feet firmly on the floor. She can stay in place the whole time. The lower belt fits her correctly... but the shoulder belt does not lay correctly.

I don't know what to do.

Where does the shoulder belt lie? Can she shift herself in or out to get it to align comfortably?

I ask because the shoulder belt touching the neck is not a safety issue- in a crash or sudden stop the body's motion forward will bring it off the neck anyway. The shoulder belt coming off the side of the shoulder IS a problem, though- too far out is a much more significant problem than too close to the neck.

The real issue with the belt being too close to the neck is that an uncomfortable shoulder belt is more likely to be moved (to the side, to under the arm, to behind the back) in a way that makes it useless (or worse).

The shoulder belt lies on the neck. Her seat is the 3rd row of Chevy Venture drivers side outboard.

I will get a picture when we go somewhere again, but I can't just run out to van with her at this point (crazy house right now).

How about a Bubble Bum? No hard plastic sides to dig into her hips, but might help with the shoulder belt issue until she grows another torso inch or two.

Have you looked at the giant Harmony one... Olympian, or it has another name?

Otherwise, I might PM Ginny (?) about those seatbelt positioning clips. I don't really "recommend" it, but not sure there are many options. :(

Much wider. I keep threatening to get one for myself - I'm a bit overweight and just about fit.
