Which is safer for a 6 1/2 year old?

My daughter is almost 48 pounds and about 48 inches tall. She rides in a turbo booster or a frontier. The frontier is installed rock solid with the long belt path. Unfortunately Toyota dropped the ball on tethers so it is not tethered.
Is she safer in that or the turbo or does it not really matter? She likes the frontier because it has large armrests lol! She sits fine in the turbo.

Tether the Frontier. Really. There's no debate about that in my honest and educated opinion.

ETA: Do you mean that there is no TA available in this seating position? If that's the case - sorry. I interpreted your comments to mean that you were following Toyota's TA weight limit.

I can't. There is not a tether in that spot and the spot with the tether has to be tumbled because dh is hauling a law mower to his dad. I can't put her in the captain chair because She makes my 2 year old scream. :/

Toyota only put 1 tether in the third row in the center.

The long belt path offers head excursion reduction properties, so I'm going to go with that.
