I sure hope they come up with a way to continue a baseless seat pricing structure. I wonder if you could essentially use a latch strap like you would a lap belt through the seat's belt guides. That would lower the cost of production (compared to using a base) and possibly increase availability of program seats.
That's how most baseless institutional seats are packaged, with a strap just bolted on by the guides somewhere or otherwise included to be used through the belt path. Of course they have to test it that way.

Good to know. Our SK coalition doesn't give away infant seats so I have only ever seen one baseless program seat - a lady at our church had one she got at the hospital. I don't recall it having a LATCH strap with it, but I bet she had just taken it off. She didn't own a car anyway so a base was pretty useless to her; she used the seat for carpooling.
