Harness replaceable on Complete Air?

I'm helping a mom with a Complete Air who has some major fraying on the adjuster strap just under the adjuster mechanism. The CS rep said the harness wasn't replaceable - is this true? I don't have one to look at.

If you check the instruction manual, yes, you can remove/replace the harness. It involves prying out those black things at the bottom of the seat and stuff. It's not fun.

I don't know that the adjuster strap is replaceable, though. It seems to me it wouldn't be.

Well that is very unfortunate. What a stupid design then!

Here's the adjuster strap. The mom has two for twins, FF. She pulls straight down to tighten (vs towards the side, I asked). She noticed this when she took the seat apart to clean it. Obviously I told her not to use it until she can resolve the issue. CS at Dorel was very unhelpful.
