How to talk to someone about car seats?

Stopped at a garage sale I saw today. They had a backless booster for sale. I didn't really look at it, as before I even did someone else picked it up.
She asked the 3 ladies having the sale if it would work for her child. They told her yes, and then asked how old her child is.
3 is what she said. The other ladies chimed in that they put their kids in backless boosters by then  and how much easier it was without the harness.

I wanted to say something, but I kind of feel like I don't have any right. I really want to take the CPST course so that I can have the training to back up what I am saying... but if I can't even bring up the safety concerns in a conversation- would I be able to even if I had that course??

"wow, I never could figure out how to keep my kids in place without a harness at that age. Half the time they were curious and wiggling all over the place or furious and flailing around all over the place. The other half of the time they were sleeping boneless lumps"

With older people it's much better to lead with the illegal thing cause otherwise you'll get a story about how all six of her kids used to ride around in the back of a big ol chevy with no seatbelts.

I would've been like "Oh, no. That's illegal and you could be ticketed for that. Not to mention crazy unsafe." And then they would've chimed in about it being easier and I would've said something like "Not when you're trying to drive down the road and you're having to keep turning around and yelling at them to sit up and leave the seatbelt alone and having to pull over and rebuckle them. It's alot easier when you just buckle them in and forget about them" And then I'd probably tell them how seatbelts aren't even comfy for me cause I have such a short torso and can you imagine how it is for a little kid with the seatbelt digging in to their necks.
