Whichever provides the better belt fit, which I can only assume would be the Turbo.

Is buying an Evenflo HBB an option?

Backless turbo, as long as they have headrests. The 40 lb AOEs often have terrible belt fit as a booster. There's no evidence that a high back is any better than a backless as long as there's head support (which Dorel needs anyway...).

Harness is definitely not an option as he's over the weight limit- and I'd wager above the reinforced harness slots, too.

Correct me if I'm wrong, but I don't think the AOE requires head support. Isn't that just for Dorel FF-only seats/boosters? Obviously there's no head support when a seat is rear-facing.

But I would check belt fit in each seat. I would assume that the Graco backless Turbo will be a better fit. He'll probably need to use the belt clip.

The Evenflo high-back Amp is on sale at BRU right now for $30. Is there any way that could be an option?

I got the turbo on clearance at Kroger today for $12.50. I figured if it didn't work for him then someone would use it. Or DD can use it in the future, its got an Oct. 2011 dom
