very scary carseat

Saw the scariest carseat today. It was one of the evenflos that have to use the base without the base and then not even sure how the mom did it but the top and bottom harnesses were threaded through the shoulder holes and the baby is 2 weeks and the straps were on the top slot. I wouldn't let him leave like that I gave them a seat I had.
and to top it off the seat was expired

The dad was because he didn't even know it wasn't right he only gets the kid weekends. The parents are young and really don't have a clue. The mom has two other kids I would hate to see what they might be rideing in. I couldnt even figure out how they began to think it was right.
