Question About HBB and the belt guide

I was watching a few of the TC crach videos (http://www.tc.gc.ca/eng/roadsafety/...-programs-testing-harness-marathon-928.htm#c9) posted in this link: http://www.car-seat.org/showthread.php?t=215587 Specifically the test with the Dodge Caravan. It this test there is a HBB in the 2nd row drivers side position and it appears that the shoulder belt guide breaks off during the impact which results in a lot of slack in the belt. Is this supposed to happen? I find myself wondering if a LBB would be safer because the shoulder belt would not be hampered my any other object and would stay closer to the child.

Please teach me...
