Wow, I'm sad.

I can NOT get the recline on my CA to the lowest recline and I can only get it to the one for 22lbs/holding head and sitting unassisted. DD does both of those things, but is 19lbs. I called Safety 1st and he said they can not suggest anything other than what the manual says and to call my police station or health unit for advice, which I did. The police station has been busy every time I've called so I tried the health unit. I specifically said DD is 28", 19lbs and 9 months old. I forgot to mention that she was going from infant seat to convertible and the public health nurse goes "so, since she's now able to forward face, I'm assuming that's what you are switching to?" WHAT!? She's 19lbs and 9 MONTHS! Do you not have to be 22lbs and ONE YEAR!? And should she not know that!?

Hope for a growth spurt?
For my own child, I would probably be ok installing it at the more upright recline (which is still fairly reclined, iirc). However, that is against manufacturer's directions which puts you in a bit of a quandary.
And absolutely the public health nurse should have known she is well below the minimums for forward facing, much less the recommendations to keep children rearfacing as long as possible!

Just looking at the angle I feel that it is still quite reclined, it's just the fact of knowing that I'm going against what the manufacturer says that kinda scares me a bit. But she looks secure and I got a TIGHT install - the thing does not move - so I think that I will be leaving it as is.

Can you take a picture on level ground looking straight at the line?

You may need to use a pool noodle to achieve the full recline, but I also wouldn't stress over it at your daughter's age and development.

When I talked to the public health nurse earlier she said that I had to talk to the certified car seat tech but that she was busy so I left a voicemail and she just called me back and I explained everything to her and she said that since my daughter is 9 months, it's perfectly okay for her to be sitting at the higher recline. :)
