That looks like the standard KeyFit infant insert, which has a weight limit on it (11 or 12 pounds) and should be removed for a child that size.

I believe they ran into problems routing the harness since they left the infant insert it, and that probably led to them routing the harness over the top of the insert. Yes, the harness is too high.

Lol. I know there are still things wrong but at least they are showing the harness snug and the child is appropriate for the seat.

It may not be technical for that particular seat but at least it isn't a 9 month old in a GN.
