To re-harness a 4 year old?

I am helping a friend of a friend on FB. She has a 4 yr old, 44lb child who is in a TB. She is considering re-harnessing. We've discussed maturity (sitting in position) and belt fit, but what else would you discuss with her? Do you have a favorite video or link you'd send? She seems receptive so far.

You could mention the NHTSA (and I think AAP as well) recommendation to harness as long as the kid fits up to age 8. And there are studies showing a definite correlation between younger age and increased injury in each type of restraint.
