I think I would take the Passat. It is likely to be safer, for one. But, I'm not clear which you have and which you would be getting new-to-you.

Sorry I currently own the 91 olds and am considering the passat. The olds doesn't have locking belts, the seats are shallow and turn in on both outboard seats, no top tether and guzzles gas! So I'm wondering if the passat would be more gas and carseat friendly?!

Yes - the Passat is generally considered CR friendly. It is roomier than a Jetta. However, it may or may not have factory-installed TAs depending on whether it's an early or late '99 model. Be aware that if it doesn't have TAs and you need them retrofitted - it may require a "seatback change" and that will be at your expense. Not sure what's involved but there is a VW Technical Service Bulletin regarding this retrofit. It could be expensive so you really should look into this before you decide (if the vehicle doesn't have TAs).

It should have lap/shoulder belts in all rear seating positions but the center position is narrow and somewhat contoured so it's not likely that you will get a booster in the center. But a narrow harnessed seat should be okay in that position.
