Are these Graco Nautilus' the same?

They're the same, except for the cover. They've always called it a "3-in-1", the 3 being FF harness, Highback booster, backless booster.

They are not the same the target one does not have harness straps and the lowest weight is 30 lbs.

They took out the straps (you can see the holes for them) and the lowest booster weight for all Nautiluses with the back is 30 pounds. So that's not different.

? When I follow the Target link I see harness straps... Did they change the picture maybe? Sweet pea cover, right?

ETA: it does say 30lbs for FFing, which is incorrect (but stores regularly have incorrect things like that). Not that I'd recommend a Nautilus for a child under 30 lbs, but it is erroneous.

Weird. The OP link for me looks like a 'regular' Nauti. The new link Wendy posted is the Nauti in booster mode. I'm on mobile, I wonder if that makes a difference?

And regardless, I wonder why they would use that picture?
