Daycare shuttle bus with lap belts

My DD rides a shuttle bus from school to a daycare for after school. The bus has lap belts only. DD is 40 lbs and rides in a 5pt harness usually. I've installed her Britax Boulevard in the shuttle. I'm wondering if this is correct. Should she be in a car seat? Or is their another safe option for her? She is the only child (preK -8th grade) that is in a car seat. I've told the daycare owner that the children should not ride in a backless or high back booster because the shuttle only has lap belts and no head rests. Is this correct? Are their any other safer options she can offer the other parents? The owner has consulted with the state (Louisiana) daycare and insurance boards she has to register with but they haven't given her any advice. All of the seats face forward.

Your child, and every other child, should absolutely be in harnesses. A lap-only belt is safer than nothing but really everyone needs upper torso restraint.

The children in boosters are all illegally transported. Boosters absolutely require the use of a shoulder belt, and for good reason. They are at much higher risk of head injury being in a booster in a lap-only belt. They would actually be safer in just the lap belts.

For younger/smaller kids who fit in harnesses, the easiest thing to do is to put them in harnessed seats. For kids too tall or too heavy for most harnesses, the 86-Y and a high back booster can be used. The 86-Y will require a heavy duty tether anchor, which comes with the 86-Y. The 86-Y attaches to the lap belt and the tether anchor to provide upper torso restraint. The high back booster will provide head restraint and properly position the lap belt.

I'll pass the info along to the daycare owner. I thought was the best option but since I'm a newbie I wanted to ask here.
