I was trying to install a carseat in the middle of a 2000 forester but since the tail for the lap belt is attached to the belt it was very difficult and I couldn't get it as tight as I liked. I left it as Ok and tethered it, since its only 3 blocks and i let her ride in a booster this morning, I figured a little loose may be better than a booster. Any help would be great. Thanks

I've installed with a belt like this - you're right, it does make it more difficult! What kind of carseat are you installing?

One thing you can try is to get the belt as tight as you can with it buckled, then unbuckle it, tighten it a bit more, and then re-buckle it. You'll probably have to put your knee in the seat to make the buckle reach.

I almost always need a 2nd pair of hands when I do the tighten, unbuckle, tighten, rebuckle method, but it really does work to get the seat in tight.
