Is Iowa's Car Seat Law Changing?

My sister recently took my nephew in for his 1 year well baby visit. (Our children have the same pedi ) My sister asked him about turning her DS forward facing. (I cannot convince her to ERF :( ) Pedi told her he could not be forward facing yet as he is not yet 20 lbs. He then proceeded to tell her that if he did make it to 20 lbs before the end of the year she could switch him but that it was pointless as after the first of the year Iowa is changing the law to rear facing to 2 years old minimum. I know that's the new recommendation, but is it actually becoming a law in Iowa after the first of the year? I searched Google and searched here and found no info. The Pedi is a great Dr and very knowledgeable, so I'm not sure why he would say that if it was not true. Anyone else heard this?

I haven't heard anything about it. Docs are telling parents 2y to rf. I ask when parents say they have heard it who told them. Most say their doctor.

There is no new law coming in January. Our new laws are always effective as of July 1 but often times are not enforced until the following January. There were no child passenger safety laws passed in the last session. The last change to our child passenger safety law was about two years ago to require ALL children under the age of 18 to buckle up, regardless of their seating position in the vehicle. The change before that was about 2005 when we got the 1 & 20 law and car seat/booster until age 6, and seatbelt through to age 11.
