Can all infant seat be install the European way when installing without the base?

Very few, if any, US seats allow European routing.

No, just the Cybex Aton and First Year's/Lamaze Via.

Or is it that the Via has a lock-off on the shell and not the base? Second guessing myself.

Aton for sure, though.

The maxo cosi mico also allows european routing when baseless.

The Combi Coccoro also allows European routing, but I guess "technically" it doesn't have a base, even though it can be used for infants.

The Safety 1st Designer 22 allows it. I LOVED how secure the install was using Euro routing. But I could only do it in a few cars, since it's a beast of a seat, and the seatbelts weren't long enough. But I could have been screwing it up, since I was a noob back then.
