Chest clips. Why are some hard to move?

Does anyone know why some chest clips don't want to BUDGE? Is this a safety design?
I can't move them up or down on some seats without effort. This makes it difficult to position correctly. (Though in reality once positioned it usually is in the appropriate spot until the child grows, etc.).

On other seats, it glides like a dream.

They are meant to break or move down in a crash.
So is the super strong Lock-Tite one from SK OK? It advertises it's so strong so I don't know about it breaking... But it does glide very easily.

And will one that doesn't budge, like in my Chaperone (unless you tilt it, some say) be OK for a baby in a crash?

Basically, they all seem to function so DIFFERENTLY so I'm wondering if either kind (stiff or glide easily) pose a safety advantage or disadvantage?
