Not sure on the newer Suburbans, but my inlaws have a 99 Burb and we have a 99 Tahoe, and DH has a 98 Silverado (so basically all variations of the same engine) and the lowest we get is around 15mpg, so 12 sounds pretty low. I have gotten up to almost 17mpg with my Tahoe on the highway.

If you will have a kid in a backless by the time you need room for 5 kids, the 8 pass Yukon xl would work fine. I have a fr85 and probooster in the third row. Second row pass is power folding so super easy to tumble and my ds1 has a backless booster that we just stick in baby's rearfacing bv in the center. Super easy and doable!! I love my Yukon xl
