Which states are and which are not? Where would one find this kind of info?

Michigan is proper use I know that much.

The vast majority are proper use, either because it's written out in the law, or because it's kind of common sense and adjudicated as such. It's like the law that says you have to wear a seatbelt, well if you wrap it around your ankle then you can't say that you are wearing your seatbelt in compliance with the law.

When it's written in the law, it's right in the child passenger law. Right with the requirement to use the restraint. For example, MA's law begins: "Section 7AA. A passenger in a motor vehicle on any way who is under the age of 8 shall be fastened and secured by a child passenger restraint, unless such passenger measures more than 57 inches in height. The child passenger restraint shall be properly fastened and secured according to the manufacturer’s instructions."
