Need help figuring this out - what to get?

I'll try to be brief, between so many cars and so many kids....

I want to buy another seat, so that one can stay in grandma's car full-time. After moving the Blvd again, I just don't want to have to do it every week or every time grandma takes the kiddos for an outing. Not too hard putting it in with the latch, but pain in the rear to get it tight in the BIG van with no latch.

I have:
2 classic MA from '08
1 blvd from '08
1 parkway booster from '08
graco HBB about a year from exp.
graco LBB from '09

Vehicles:
my primary - '04 toyota sienna 8 pass
my secondary - '00 Ford E350 (the BIG one) - no latch, no headrests
my third - '97 Mazda MPV (7 pass)
Mom's - '10 Kia sedona (is that their mini-van?)

Kids in question:
almost 4yo FF in MA or BLVD (outgrew weight limit of 35 lbs or she's still be RF - she's a chunk)
6.5 yo in parkway, sometimes graco HBB
9.5 yo in graco HBB in Ford, LBB in others
(there are 5 others older - 11, 13, 16, 18 and 21, all car-seat grads)

I want to put 6.5 yo back in a harnessed seat in the Ford, freeing up scarce shoulder belts for bigger people that need them. But that means I need to get another seat if I want to leave one in Grandma's car full time.

Thinking one of the MA's goes in Grandma's for 3.5 yo.
One MA goes in Ford for 6.5 yo - he's a peanut - only about 45lbs, and not very tall, so should have plenty of time - he uses the parkway in the Sienna or grandma's van
Blvd or MA goes in Ford or Sienna
new seat in Ford or Sienna

So, just thinking it through, should I get a higher weight harnessed seat for 6.5 yo, then pass that to almost 4yo when she gets bigger? Or should I just use the MA for 6.5 yo and get something new for 4yo that's higher harness weight? (there is a new baby due in Oct-another girl, who will get handed down something after she outgrows the OB-air I've ordered).

My head is spinning with all the possibilities! LOL

What would YOU do (unfortunately, money IS a factor, too)?
