Question Classic MA tether question

BIL removed the tether from my niece's classic MA (long story, but basically my dd was swinging it around). Is there a way to reattach it?

I believe DOM is Aug 08.

then I'm almost certain it has the rip-stitch tether. You know, the one with the sticker over where it's attached that says the tether can't be used if it's been pulled away from the shell...

Without seeing the seat, I'd venture a guess that the tether is ruined.
